I didn't say the Soviets lacked major success in espionage. I did say that much of it resulted from "believers" who knocked on the door and said, "How may I help you..."

Aside from some critical success in helping bring German scientists to the U.S. at the end of WWII, Wild Bill and the Rich Boys didn't exactly come out of the gate at full stride. Much of Donovan's energy went into battling J. Edgar re. roles and missions.

As for not rivaling successes of the Soviets during the cold war, keep in mind that only failure makes the papers.

Frankly, as we go forward, I think the U.S. would do well to remember the value of human resources and not expect that "gadgets" will do the job alone.
