It looks to me that today the new lows will be well under 200. However, at the same time I don't see alot of strength in the new highs.

Directionless...

I have adopted a strategy to stay out of the market until clear signals can be seen.

Do you know of any web site that let's one compose an index of say 5 to 10 stocks -- e.g. you input tickers and it automatically weights them by market cap and gives a total for the index?
