Former Chicago City Treasurer Miriam Santos was due to surrender to federal authorities sometime before 2 p.m. to begin serving her 40-month sentence in Pekin, Ill., for fraud and attempted extortion. Santos failed to persuade a judge earlier this week to let her remain free during appeal of her conviction for cutting off government business from brokerage firms that refused to ante up for the Illinois Democratic Party.
