But Dell's operation is being run by Chinese and locals. How can "foreigners" have a hard time in China when Dell's business is being run by "locals"? I don't get it. Legend's CEO's main point in that article was transportion issues relative to Dell (mail order). But, the Chinese Cooperatives both within the city and in the outlying areas are currently used to waiting one month or more to receive items via China's antiquated mail system or by truck (fax machines, TVs, etc).

Legend, unlike Dell, who enjoys a 50% market share doesn't have an ongoing, onsite service contract - it costs addtl. and when you want your system fixed you haul it in or mail (hmmm, sounds like CPQ). With Dell, especially for the cities, their service contract is apparently what is winning over businesses there. As for the outlying areas I have no reason to believe Dell's model would breakdown in these circumstances.
