Sauerbrey almost nailed it once...The problem is that the two principal DC counties, Montgomery and Prince George's, are solidly Democratic, as are Baltimore City and Baltimore County. Every other part of the state is either Republican, or a toss up. Bush and Dole both won in my county, Anne Arundel, by solid majorities, and it is not rural. Anyway, the places mentioned have such a high concentration of people that they tend to tilt the state. But, of course, the first two mentioned are the main residences of the Federal work force, with Fairfax County in Virginia; the city is the main beneficiary of welfare and other fund transfers; and the county is full of state bureaucrats, since it is mainly the governor and legislature in Annapolis, pork barrel placed many agencies in the Baltimore area. Therefore, the tilt is largely a result of those sucking at the government teat....
