Yeah, I thought about that, but was unable to resolve it. My perception is that some writers claim that Lincoln was absolutely unable to free slaves in the border states, while others claim that it was politically impossible, whatever that means. Certainly, the historical record is plain that Lincoln wanted to preserve the Union, regardless of slavery.
