Del, stopping and boarding a ship on the high seas may be considered an act of war. By threatening to do so, Kennedy, in effect, told K., "Let's drop trou' and see who has the biggest pair." It may have been the single riskiest move by any president in our lifetime.....could have turned out very badly. I can't think of an instance when Reagan put all OUR chips on the table and dared the Soviets to call his hand.
