I would think the problem would be sorting out who, of all the people who want to be called, you want to call. Anybody who got that far would have a pretty well stuffed Rolodex, I imagine. If trouble is brewing in middle Slobovia, how hard would it be to get a basic picture of what is going on? Call State and CIA, ask for briefing papers. Find a few outside experts, get their opinions. Assemble a team to assess options, select least horrible option. The last step is where it all goes to hell, usually propelled by a combination of ideology and expediency. Sometimes there is no right answer.
