Nevertheless, no one man can know everything the President is expected to know. For example, if George W. is elected president, do you really expect him to know the ins and outs of Chechenya, or to rely on briefings from, inter alia, the State Department and the CIA? Or Clinton, who is president now? What does he know, independently of his advisors, about Chechenya? I suspect you'll agree that the answer is nothing. And so he only knows what he's told, and the person who decides what to tell him gets to set the agenda, no?
