There is a chance that the power spec has been lowered because they are seeing tighter distribution on the tester. In this case, the actual average power consumption may not really change that much.

However, the more likely scenario is that they have done some improvements with this stepping and that could actually improve parameters such as power, yields, timing and performance for all speed grades.
