Real Soon Now is still a ways off, and I for one am glad that Red hat is waiting. 2.4 will get into the distribution When It's Ready. :)

You could say the same thing about many components - XFree86 is approaching 4.0, Gnome is coming up on a major release...

RH 6.1 adds many very nice new features, and includes tons of updates, security and otherwise. They generally release a couple times a year, and if a new kernel/X/Gnome/whatever is stable at the time, they'll include it.
