An interesting statement. I have a similar one that I use at my job: When I am comfortable, I am very concerned about my position. It means something isn't going well. When I'm paranoid or concerned...it's usually an indication that things are okay.
I'd say the same for society. Complacency means that the people have been cowed and beaten.
