Give them some time Dan, if all goes well and they've got one or more large partners waiting in the wings it could be deployed rather quickly. A lot of people may laugh about it but there are several things to be considered.

Some people are stuck in areas where they can't get an additional phone line or having one is either too costly for their budget or not deemed economically practical for an occasional internet user.

Another plus would be for use during travel. A peering arrangement could be adopted by ISPs across the country thus you could use it out of a motel room. It may also be that your home ISP has an inbound 800# which would serve the same purpose at a lower cost than making a full LD call. Imagine being out of town and having a connection to your home town phone system for a simple $5/hour 800# fee.
