I don't believe that's what he said. I think he was talking about collectivism in general, of which the Soviet Union is but one example. But let's assume that you are right. Was the Soviet Union truly the most evil enemy mankind has ever met? Or was that mere tub-thumping?

I would argue that statism/collectivism is the greater enemy, and that it may be found everywhere, including here in the United States. And the fact that Reagan spoke out against statism/collectivism was what made him unusual in the mid-to-late 20th century. But the Reagan administration made no significant inroads against collectivism, and no other administration has even tried.
