I agree that he was connecting the two ideas, and therefore foreign and domestic policy. I think that he made large inroads, particularly in deregulation and a renewal of interest in Federalism, but there is only so much that one can accomplish in even two terms, especially with an opposition Congress and demanding international situation. Now, the need is to get a Republican Congress and Republican President at the same time, and to hold the government long enough to allow change at a reasonable pace, and without unnecessary disruption....
