I don't know whether the Govt has cleaned up the Coovum River, running right through Madras.

No, but maybe they will change the name to Coovai Aru. Progress enough.

At last US style garbage collection, disposal/ Recycling etc is happening in Madras.

Actually, all that has happened so far is the award of the contract, and probably some lining of Stalin's pockets. How the project is actually implemented, we have to wait and see.

"Happening"? All that has happened is the signing of a contract and some money changing hands, kickbacks included. Wait until you actually see the results. For all you know, they could well be doing nothing other than "working out the modalities of the project" for the next 20 years!
