It's been posted before, but I don't believe Bell South or any other Baby Bell can buy Qwest without a change in the law or ruling by the FCC

US West is a Baby Bell. So clearly, the QWST lawyers and the RBOC lawyers for USW believe it's possible. Qwest must divest its long distance business within the RBOC territory, and the FCC is likely to impose a few more surprising conditions, but it can be done as the current deal shows.
