All you have to do is open a ms-dos window (from within Windows) and type

tracert www.siliconinvestor.com

and hit enter. It'll trace the route and show you the hop times.

Do a bunch of traces to different sites for comparison.

You can open as many ms-dos windows as you want and do them simultaneously. When a trace gets done and you get a new prompt you can just hit the right arrow button and it'll type in your previous command for you.

There's also some pretty slick internet diagnosing tools available from download.com.
