If you look at the historical charts since Clinton took office, the growth in insurance coverage has been in the private sector

Note that growth in the covered population under private insurance exceeds total growth. Meanwhile, there's been no indication that the federal government is actually saving money on Medicare and Medicaid, and is actually drawing funds from general revenues to cover up the shortfall.
