It was actually aimed at Neo. He did say that the recovery which economists say began in the late Bush years (I didn't hear them say it, but I'll take Zoltan's and Neo's word for it), and which most of us began to observe early in Clinton's term, was a consequence of Reagan's policies. He also said that Reagan's policies led directly to the collapse of the Soviet Union. It seemed odd to me that they should work so slowly in one case and so quickly in the other.

Personally, as I said, I think both are parts of larger cycles and cannot be attributed to the actions of US leaders.
