Assuming changing the computer's role does make a difference, putting it back to desktop computer should restore your old cache settings.

The mapi32dll is used in Exchange for mail setup and delivery, but would also be required by applications such as Outlook, or Outlook Express.

Unfortunately, I'm not at a Windows 98 machine, so testing the file and seeing where it is kept is not possible at this time, but if I were you, I would re-install Windows 98 over your current install.

As I mentioned before, re-installing Windows 98 is a breeze, and fixes many problems that linger in your OS. Should fix your .dll error as well as your apparent performance degradation rather quickly (30 or so minutes). Easy way out. Just run Setup from the \WIN98 directory on the CD.
