I believe that FDR used that line in his speech to a shocked nation after the Japanese attacked Pearl Harbor. The attack more and more believe that FDR knew was coming. It certainly achieved his objective.

Clare Boothe Luce, who was connected enough to know, had her own pithy quote about FDR's duplicity:

He couldn't lead his way into war so he lied his way in.

Another good one by her:
