Any foreign investment of over a minimal amount has to be registered with the Ministry in Beijing. This centrally registered foreign investment should be available by Jan 2. A few telephone calls the the leading provinces would pick up the decentralized investments. Maybe take a week, given the quality of the telephone system.
The U.S. doesn't have to approve foreign investment in the U.S.
