NOT necesarrily - If they are issuing stoc to buy an asset then the % that Ven owns is indeed smaller but of a bigger pie - In theory it is a wash. It could actually benfit VEN if they are getting a deal on buying the rest of the mine.

Example - and the number are not real
Ven owns 5% of Lihir which is worth say 100MM say
Lihir has 100MM shres so say ven owns 5MM shares

out a a dollar so they issue 10MM more shres to buy 10MM more of the mine so Lihir is worth 110MM now and

so they still own only the 5MM shres but the entore company is now worth 110 MM - The shre price will not be affected up or down.

I hope this makes sense. It is for this same reason that I rarely get excited about issuing shares to add value
