Ratan:Speaking of U.P and Bihar, note the following comments from the author,particularly the statement in bold.

'It always irritates me that UP and Bihar consume so much of the nation's resources and media attention, especially during election time. With the two states electing 25 per cent of Parliament's members, their importance in deciding who rules at the Centre is enormous. Yet, the kind of politics and politicians these two states have produced have made them the worst ruled, the most backward and violence prone states, where it is no longer possible to differentiate where crime ends and politics begins and where politicians have developed a strong vested interest in poverty. (Just these two states have over 50 of the 100 least developed districts in the country.)....
