Yes, but SW development support are PART of the product. If Intel has a better SW development support, won't that mean that SW will tend to run better on Intel parts.

Example: Intel's C/C++ compiler can produce SSE code - but it's not automatic... you have to specify SIMD data structures. I don't know of a development environment that can produce 3DNOW code from C++.

After all, nobody runs SPEC at home/business. People run SW products produced by many different companies that must develop their products using the support environment provided. The same goes for game consoles, operating systems, and so on.
