....And worries that a meeting in November among the oil ministers of Saudi Arabia, Venezuela and Mexico -- the architects of the successful production cuts that more than doubled
oil prices since mid-February -- would discuss how to raise output added to the market's bearish outlook, they said.

A statement from Mexico's Energy Minister, Luis Tellez, that the meeting would discuss post-March policy among major producers at the meeting and that there was a ``clear
intent' to keep oil prices at their recent levels eased some of those worries.

Tellez also said he expected Norway, a major producer that joined Mexico and OPEC members since early 1998 in the agreements to restrict production and rescue oil prices, to
maintain production through March 2000.

``They forgot to say those things this morning before we opened,' sighed a NYMEX floor trader.
