Question re: Hard Drive Installation

When I attempt to install a secondary hard drive the current drive letters get screwed up. The original hard drive is assigned as C,D,& E, but when I install the second drive, it takes over D, booting my original files to the E & F assignments. Is there a way to force the new drive to start at F without moving the files off of D & E and reinstalling.

PS - Would PartitionMagic solve any of this?
