Nope, they are free to sell. Certain events, such as secondary offerings, limit insiders. Other companies have specific windows at certain times in the year where insiders can sell.

The filing stated they planned to sell in the next 30 days, and that filing was a week ago.

Ebay's going down, hard, and fast. Notice how today it couldnt stay in the black, while the rest of the internuts were soaring? Even yahoo's +15 move couldn't keep ebay from dropping towards the close. If I were an insider, I would put orders in to sell today (friday) while the stock is still pumped up.
