It seems unlikely if you look at the beginning and end only. It is a step by step process with selection of every step.

Think of a watch, you wouldn't expect to throw all the gears in a box dump out a watch. If you put the gears in and shook them around eventually one would fall into the right place. If this were selected and retained then you just shake until the next one happens into the right place. The key is selection followed by retention. It's a slow way to build a watch.
