Reading the comment, I can come up with no other interpretation. The suggestion that Reagan had anything significant in common with combat veterans is something that I have to consider tasteless, though I freely admit that this is my own opinion. Whether or not Reagan lied is largely a question of whether or not you classify the telling of stories that are not strictly true as lying. You seem to be resorting to the old "he didn't really mean what it sounds like he meant" routine. A familiar position for defenders of Reagan, and a few other Presidents as well.
