The House of Representatives Thursday approved a bill providing a broad array of protections for patients and giving people an unprecedented right to sue health plans when care is denied.

The bipartisan bill goes much further than the Republican-backed version the House passed last year, and is more comprehensive than the bill approved in the Senate in July. President Clinton has threatened to veto the Senate version but supports the bipartisan House initiative.

Supporters of the bill said their success reflects growing frustration and distrust of HMOs and other managed care plans, that at their best sensibly coordinate patient care and at their worst can put profits above good health.
