goldsnow. Here in Canada there are some doctors that make deals with private labs and they stream them volumes of tests...far more than are trult needed...but they claim to be on the side of caution to cover all bases. Those abused tests are the ones with low lab costs and higher margins. The goverment has to watch carefully. In addition there are huge numbers of 'phantom visits', no service yet doctor paid. Most abusive are the chiropractors who arrange groups of people to come for a treatment series(20) every week.
So HMOs are correct...but they need to be monitored.
