It does, and it works fine. I use it with my home/office lan and a RoadRunner cable modem and it is slick. There are some important 'tweaks' that are available for Win98 and Win95 that will speed things up for most users (more then the MaxMTU=576 that optimizes dial-up TCPIP connections for real-world phone ISPs) listed at:
speedguide.net

One of the most important ones is the 'Speed up your Browser' one that allows for more than one 'connection' when downloading the contents of a web page (you know the ones that have lots of graphics as well as the text).

win98se works great for cable modems. i have a intel hub (5 port) so if i desire i can connect 5 computers thru a single @home connection. note: you need two ethernet cards in the host.
