Yes it fulfills the absolute minimum, but its really borderline so it could also be interpreted as a negated signal, which I will need to further research this weekend. If that is the case then that is even more bullish than a late signal or just a small response to a signal. If it is a negated signal, well the last time we had one the DOW ran from 10,100 to 11,000.

My suspicion is that if we continue to run up on MONDAY, I would feel that it was a negated signal which implies that the market could explode to the upside. Im more inclined to just say it is a late response, which is already a short-term bullish hint.

Also when I mentioned bullish, I also means in terms of SECTOR ROTATION BULLISH, not broad based, especially in light of the poor market internals, although there was a slight improvement in the NEW LOWs.
