I don't think I would call this a spillover effect. First, the reason MFNX, GBLX and others are moving is that they "own" lots of fiber, and the big boys are buying up or taking stakes in companies that have it (WCG and ABTE are others that own fiber for example).

IFCI doesn't appear to own any fiber that I know of. They put it in for others. Thomson's (I Watch) is showing a very high institutional interest now in IFCI, suggesting that they are accumulating - possibly in anticipation of the next couple quarters - possibly they know a few more details of this 'cost overrun' and feel Kealy is ok (did he really know before the last interview?). Hard to tell, but certainly a few shares have exchanged hands the last few days. Appears that somebody is taking a big stake.
