Looks like standard employment agreements to me.

Granting options to high level new hires is usual practice in the high tech industry as part of the employment agreements.

Interesting that the bears are now switching their story... for almost two years now, we have heard "Valence is running out of cash, and can't continue to operate." Now the tune has changed to "Valence is diluting the shareholders again."

Well, most companies at this stage of their development, use equity and options to accomplish their business plan. There is nothing unusual about this.
