Les,
In addition to the voluntary lockdowns, there are also mandated lockdowns for federally regulated organizations (banks, brokerages), as well as actual federal organizations. This lockdown became official on Oct 1, 1999 and extends through March 1, 2000 (to account for the leap year). Most people in the tech circles that I run in expect the purchase orders to start picking up in January though.
