WILCHER PERMIT

The Clerk spoke with Russ Anderson, Building Inspector from Washington County in regards to the Victoria Station Farms barn and silo. The silo straps are for use when the silo is full, so loose straps do not. make a dangerous situation, according to Mr. Anderson. Ms. Magadance said the concern is for kids getting in and being hurt. Mr. Anderson will go back and check on the holes. We have had complaints that the barn is being used as a shop and storage barn by Kline Brothers Construction. Section 505 of Ordinance 50 says we can revoke the permit if it is not in compliance, and we have still not received the certificate of insurance and a copy of the PCA permit as required. The permit is predicated on completion of conditions, and they are not done. We should give 30 day notice and at the January Board meeting the permit will be revoked. The Clerk will list the items including parking on Justen Trail causing problems, when parking is to be off-street. There should be no more events there without insurance. There are expired unlicensed vehicles there. It was suggested the complaints should be dealt with, and there is also someone still living in the barn. Mrs. Connie Tary brought up Ms. Wilcher's financial problems, but this has no impact on the permit. On the north side of the old barn, on the main floor, by the manure pit, there is asbestos, which is not real visible. The County Building Inspector was unable to find it, but had no directions of the area of the barn to look at. Mrs. Tary was told by a workman that the asbestos was there and covered up. The order revoking the permit will be ready to sign at the January Board meeting.

Mr. Erichson moved we send the owners of Victoria Station Farms a letter summarizing the current deficiencies in their conditional use permit requirements and give them notice of compliance, and if compliance is not met by the next meeting we will take the necessary steps to sign the revocation of permit at that time. Ms. Magadance seconded the motion. Motion passed.
