IP is central to cisco's technology, but to date it hasn't been reliable in carrying voice traffic because of the internet's delay in delay in delivering some packets.

Lucent, etc. come at the issue from the opposite side--control of and comfort with the voice networks (ATM, Sonet) that have not traditionally handled data traffic.

Data traffic is where the money is expected to be in the future, and IP is much better at data. But, for it to win it must also handle voice traffic. If IP wins, a whole new world opens to cisco.
