I think its called "system cost". HDR implimentation appears to represent all new infrastructure buildout for support; even if it is compatible with CDMA2000. no testing data was given - don't know range or conditions under which it will be operational. it is interesting that it's being done in 1.25mghz. with the TDD 3g version (time division duplexing) much of TDD would be overlay (over current TDMA structures) for very probable lower cost - TDD speeds are higher for data. few TDD companies have demonostrated speeds up to 10mbps but at limited range and line of site (fixed - mobile applications for comparable speeds to HDR).
