Much religion, I think, was simply the legal code for making the community/civilization healthy and strong.

I agree. But I think that the steps of ceasing to regard laws and codes as revealed truth, of accepting the responsibility for letting those codes evolve, and of holding people accountable to other people, rather than to God, are positive and necessary ones.

Not that the transition isn't a bit sloppy at times.
