NEW YORK--(BUSINESS WIRE)--Oct. 12, 1999-- First Brussels Customer Installed

Continuing its expansion into its 50 top international markets, Winstar Europe S.A., a
unit of WINSTAR COMMUNICATIONS, INC. (NASDAQ: WCII - news), today
announced the commercial availability of its Wireless Fiber(SM) broadband services
in Brussels, Belgium. An important business center in Europe, Brussels is the fifth
international market in which Winstar has launched its fixed wireless broadband
network since May 1999. Winstar also announced that it is providing high-speed
Internet connectivity for its first business customer in Brussels.

Winstar is the first U.S.-based carrier to offer fixed wireless broadband services to
businesses in Europe, offering a wide range of competitively priced communications
services, including local and international frame relay, ATM, high-speed Internet
access and private line services.

''This is another important step in the expansion of Winstar's high-speed,
high-capacity broadband network throughout Europe,'' said Kathleen R. Flaherty,
president and chief operating officer of Winstar International. ''We are pleased that
businesses in Brussels can now take advantage of Winstar's reliable and cost-efficient
fixed wireless service.''

Winstar's Brussels services will be provided over a state-of-the-art, broadband, fixed
wireless network. The network uses 38 GHz band frequency, providing reliable and
cost-efficient high-speed, high-capacity connectivity. Business customers can use
Winstar for local and international services, including broadband on-net connectivity
to the United States.

In December 1998, Winstar announced it would expand to a total of 50 targeted
markets outside the U.S. within five years. To date, Winstar has been granted spectrum
in 12 of its top 50 international markets, including four of the top ten: Tokyo - #1,
Osaka - #2, London - #4 and Buenos Aires - #8. In addition, Winstar has obtained
spectrum in Nagoya - #19, Hamburg - #20, Cologne - #25, Birmingham - #29,
Manchester - #30, Amsterdam - #45, Rotterdam - #46 and Brussels - #47.

Winstar Communications, Inc. is a pioneer in providing business customers with
