Basically you are correct it is the protocol (as IP is) that enables communication between devices, however it does not do anything to the HTML format on the fly as some think. As part of WAP the WML (guess what the W stands for!!) is best to view content on microbrowsers...

Received a nice email from Telenor today concerning its WAP service launch. Suggest you read it to get a lay-mans interpretation. Not my strongest part in wireless.
