My guess is, 1) RDWR is a non-US company, 2) there is not much coverage before their IPO, however, the gap is closing a bit already.

First 25 days after the IPO, underwriters cannot put out any recommendation at all, other analysts can recommend the stock if they want to, I believe, and usually they don't.
