Niel Armstrong - Had the opportunity to make the most portentous quote of the Millennium - and booted it. I think - though NASA apologists claim a word got lost in static.

Besides, Armstrong wasn't a leader. He was a cog in a great machine. Same with Glenn - who went on to become a crooked politician to boot.
