The fifth letter "E" means that the company is delinquent in its required SEC fillings. Not sure about the .OB so I won't comment.

The .OB appended to the end of the stock symbol means it's a Over the Counter Bulletin Board listed stock. Not all quote pages use this format. Yahoo does, among others. Here's their entry in the quote FAQ.

"OTC Bulletin Board equities can be identified by ticker symbols with a .OB extension."
