Clinton doesn't have enough votes to pass this. The problem seems to be that the CTBT, being "comprehensive", expects to ban ALL nuclear tests, right down to the 1 Kiloton level. However, it is hard to detect nuclear tests that are smaller than 5-10 Kilotons. Therein lies the rub. Perhaps if they revised the language of the document (and their expectations of what the treaty should achieve), the Senate will pass it.
