With IQ Charts you can customize scans within certain limits. I just tried it, but the criteria only let me include 250 days. But sure enough the formula: price= 250 day high - 2 worked.

See www.iqcharts.com It's cheap, <$40/month including real time feeds. The website goes down some, but Go2Net bought them and they are getting broader internet pipes.
