This verse proves that the Promise of God is not to all.
But it is not restricted to individuals but God also predestinates entire families:

Acts 2:39 For the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call.

Noah was saved while the rest of the world was passed by... But God saved him WITH his family.

Bob,

I think our discussion is moot. Sometime tomorrow the world's population will reach 6 billion, that's lots of perdition fodder. There seems to be no shortage of new people.

Personally I think I'll opt out. I'm concerned that God would put my child to death for my sins.
